A strong permanent magnet is difficult to move along the aluminum plate, but the magnet does not stick to the plate. Why is it like that ?

Because of its crystal scructure, usually under normal circumstances aluminum is not magnetic. This is why the magnet does not stick to the plate. The aluminium material is referred to as a paragmetic material, it shares this classification with other metals such as Lithium and Magnesium.
