Tobbaco is deadly and has contributed to many deaths in the United States and all over the world.

These regulations are then required in order to eliminate or reduce these tragic deaths by simply putting effective regulation of their sales.

We have the U.S Food and Drug Administration which is able to regulate food ,drugs and medical devices but excluding other nicotine product which are regulated by FDA except tobacco. Since they regulate nicotine products, then FDA is the number one agency that can actual make regulations on tobacco products

They are expertise and do possess scientific knowledge which is accompanied by lot of experience in these type of products.

what have been some of the issues that complicate how they might do this?

The fact that they may need to disclose some sensitive information such as the ingredients used in the product may actual affect the business which brings a lot of money to the economy.
