Laura is describing food safety regulations put in place by the government to make sure a restaurant is practicing proper food safety. An example of this would be regular health inspections. These regulations are put in place to avoid contaminating or serving contaminated food. Making sure that proper food safety and hygienic practices are being preformed makes sure that dangerous food born bacteria is not ingested or spread.
