Start with the slope intercept formula.
y = mx + b
Plug in the slope and coordinates for x and y and solve for b (y-intercept)
-8 = -1/2(-10) + b
-8 = 5 + b
-13 = b
Then rewrite the equation in slope intercept form
y = -1/2 x - 13
