with slope m = -

Calculate the slope m of the 2 points using the slope formula

(y_(2)-y_(1) )/(x_(2)-x_(1) )

with (x₁, y₁ ) = (- 4, 7) and (x₂, y₂ ) = (8, 4)

m =
(4-7)/(8+4) =
(-3)/(12) = -
(1)/(4)

Since slopes are not equal then the lines are not parallel.
