The first agreements, known as SALT I and SALT II, were signed by the United States and the Union of Soviet Socialist Republics in 1972 and 1979, respectively, and were intended to restrain the arms race in strategic in long-range or intercontinental ballistic missiles armed with nuclear weapons. One clause of the treaty required both countries to limit the number of deployment sites protected by an anti-ballistic missile (ABM) system to one each. SALT I talks and was led by representatives from both countries
