Step-by-step explanation:

A dream is something a person sees when the person is sleeping. The dreams are sometime referred to as reflection of the activities that a person performs/experience when he/she is awake. As a person can only visualize and cannot perform any action in dream it is called a Silent Revolt.

A rebellion is a violent act that is performed by a large group of people. The term Imagination on the other hand , is defined as a process takes place when an individual is awake and is in his conscious state of mind. Here the word rebellion is used to indicate the act a person perform in hi concious state.

So we can say that -The speaker mean by, "silent revolt(s)" and "rebellions that ferment in the masses of life"(E) Dreams and imagination
