African American men got rights to vote BEFORE women and seeing as the passage says that either parties haven't gotten the right to vote it'll have to be the 15th. also due to the line "because someone else is deprived of this privilege" which seems to point towards the issue that women are deprived and that the person speaking doesn't see fit for the African Americans not to vote due to this pointing out that it shouldn't be based on others deprivation. i hope this makes sense and is right :)
