(x+4)^2+(y-10)^2=49

Explanation:

The standard equation of a circle is

(x-h)^2+(y-k)^2=r^2

where the center is (h,k) and r is the radius

so in this case h=-4, k=10, r=7

then we just plug them in

(x- -4)^2+(y-10)^2=7^2
