Well, there "government" would have them take little shot like things daily which would keep them from feeling pain and seeing color. So Jonas as being the reciever from the giver, he's is getting to experience color and feelings and love. Jonas was motivated for everyone to feel wonderful as he did and to see beautiful colors, so he jumped up the cliff where usually no one ever makes it back. He wanted everyone to fee the things he did.
