Answer: Separate but equal doctrine was stating that racial segregation did not violate the Fourteenth Amendment in the Constitution, but guaranteed "equal protection" to all people.

separate but equal. The doctrine that racial segregation is constitutional as long as the facilities provided for blacks and whites are roughly equal.
