Answer: Robert E. Lee crossed the Potomac and moved into Maryland, occupying Frederick on September 7. Lee's invasion was carried out partly to “shift the burden of military occupation from Confederate to Federal soil,” but he also held some hope of capturing the Federal capital of Washington to the southeast.
