To do this is point-slope form you need to know the two points and the slope, we already know the points but we don't know the slope. To find the slope, use the equation
m=(y_2-y_1)/(x_2-x_1), also known as rise/run. Points (-6,-8) and (2,-8) are (x1, y1) and (x2, y2).


m=(-8-(-8))/(2-6)=(-8+8)/(2+6) \\\\m = (0)/(8) = 0

So now we know that the slope is zero, so next just put the slope and first points all in the equation and then you have your answer.

y+8=0(x+6)
