According to Kirkman the conflict was not of equality and democracy. With each position and ranking of each officer, railway companies were highly respected for their efficient work system.

Kirkman did not think companies should be influenced or controlled by a Government in any scenario.

All matters should be dealt with through the proper change of command throughout the company.

Each worker is giving the opportunity to earn a high spot in the hierarchy when one with such power seems they are fit to have more power.
