This statement expresses how change can not be brought on account of one individual,or ONE type of individual.You can't make the bigger picture a better one to look at if you only focus on one corner,per say.In this story it talks about deprivation of name and identity for many people,so, to me this shows that segregation and singling people out for whatever reason will not acheive longterm peace and prosperity.
