Explanation: True freedom is in the balance of one's free action on the one hand and order and restraint on the other side. If one's freedom is such as to endanger others, then it is not freedom for all, and if everyone reached for uncontrolled freedom, there is an anarchy. Again, too much restraint for one's purpose or action means that we give up our right to liberty is so demanded by someone for some reason, and it leads to tyranny.

It is clear that the balance needs to be achieved both at the level of the self as well as at the social level by regulating rights, freedoms and obligations. At one's own level, it is important to achieve self-control, that is, the aforementioned balance, a sense of freedom that does not endanger anyone, and that is where order and restrain begin to play an important role, as we think of others and their freedom. In such self-control a higher level of personal freedom and even happiness is achieved.

So two principles emerge from what has been stated. The first principle is the balance of personal freedom with order and restraint. The second principle is that the government must provide its legal regulations, all guaranteed freedoms to everyone, that is, everyone's rights, but also obligations so that those rights are not violated to and by someone else.
