Capital thought they need to stop them because then there would be no winners at all.They needed a winner for the game. Katniss and Peeta’s is characteristics are brave and intelligent. Intelligent because Katniss knew that they wouldn’t let them eat the berries so she had the idea for her and Peeta’s to both eat them so they could both win. But also brave because they took the chance of dying anyways.
