Chronological order is one in which incidents/event which occurred earlier are narrated earlier. However, sequential order is one which describes steps to perform a certain task - in the order in which they SHOULD be performed. The event may occur again and again or never at all. The organization in the question is not chronological because it does not narrate any events which have taken place in order of time. And it is neither sequential because, all the three steps need to happen simultaneously.

Comparison and contrast organization presents similarities and differences between different things/events. There are no such comparisons or contrasts in the question.
