B, because the text is informing Daquan of the Franklin River damming decision. It isn’t persuasive (A) because it’s not trying to get you to agree on a conclusion about the river, and it’s not entertaining (C) because it’s not trying to engage the reader on a topic with humor or satire. The text gives a date and information of what happened both during and after the ruling. Because the text is mainly to give the reader knowledge or information on a topic, it is informative.
