Explanation:

You can see A'B'C'D' is a mirror image, so it cannot have been achieved via rotation. Mirror image = reflection, and the y axis is the 'mirror'.

However, with just reflection, Point A would be at (-2,3). and you can see it is actually moved one to the right, towards (-1,3). That is the translation to the right by 1 unit.
