Diplomatic policy developed by Roosevelt where the "big stick" symbolizes his power and readiness to use military force if necessary. It is a way of intimidating countries without actually harming them and was the basis of U.S. imperialistic foreign policy.

Basically it’s setting a negotiation where military arms are not said but people know they are there. It’s a negotiation where if it goes badly the military will step in, but will stay out if it can help the situation. Think of the arms as a cushion. No one is speaking about it but everyone knows they exist. :)
