y = -0.05x + 2.05

Explanation:

y = 21/x = 21x^-1

y' = -21x^-2 = -21/x^2

At x = 21 slope = -21/(21)^2 = -0.05 to nearest hundredth.

Tangent line is y - 1 = -0.05(x - 21)

y = -0.05x + 1.05 + 1

y = -0.05x + 2.05
