Almost the whole exposition of The Giver Chapter 9 - 14 is exposition, you can infer yourself that Jonas wants to do something about the rules.

I can't remember exactly what happened in those chapter's but I believe that an example would be that the author kept repeating “It was almost December,” “now with December approaching,” showing that something important was happening in December, and then there's when after Jonas is named the next Receiver, the Elder says, “We failed in our last selection.” is foreshadowing of- that Rosemary, the girl in question, requested her own release. Even then we do not know exactly what it means to be released, and the revelation that Rosemary was the Giver's own daughter is withheld till nearly the end of the book.
