Was the Roman Empire of the ancient world truly "all powerful"? What can that tell us about fascist ideas of world conquest?

The Roman Empire was extremely powerful in the ancient world. It consisted of the most extensive political and social structure in western civilization. Diocletian even divided it into an eastern and western empire because it had become much too vast to rule from the central government in The influence of the Roman Empire on western civilization was profound in its lasting contributions to virtually every aspect of western culture.
