C. The range is the set of vertical values, so look at the y axis numbers. It starts at 0 and goes up to 7. Where the endpoints are filled in, that means greater than or equal to (less than or equal to), so it is NOT the answer with < and >.

The range of a function is the smallest to the biggest y-values.

For this graph, the smallest y-value is 0 and the biggest y-value is 7. Therefore, the range is 0 <= y <= 7. We use less than or equal because the function can take on those values in this case.
