Answer:

distance = 27x³ + 9x² - 3x , time = 3x ,

rate =?

distance = rate * time \\ \\ rate = (distance)/(time) \\ \\ r = (d)/(t) \\ \\ r = \frac{27 {x}^(3) + 9 {x}^(2) - 3x}{3x} \\ \\ r = \frac{3x(9 {x}^(2) + 3x - 1) }{3x} \\ \\ r = 9 {x}^(2) + 3x - 1

So; The rate of the car equal (9x²+3x-1)
