After the days of Moses and Joshua, judges ruled over the nation of Israel. After the judges, elders of Israel came to Samuel wanting a king. Why did God say that they were rejecting Him by asking for a king to rule over them?

Because there is only one king, God, and God didn't wan't His people to worship any other king.
