you first have to make the bases the same

3^2x+1=9^2x-1

3^2x+1=3^2(2x-1) if you make the bases the same you will use 3^2 because it's equal to 9

3^2x+1=3^4x-2

2x+1=4x-2

2x-4x=-2-1

-2x/-2=-4/-2

x=2
