$3\cdot 10^(8) : 1000 = 3\cdot 10^(8) : 10^(3) =3 \cdot 10^(8-3) =3 \cdot 10^(5)$

Answer:
$3 \cdot 10^(5)$

$(0.0046)/(0.000000000513) =(46 \cdot 10^(-4) )/(5.13 \cdot 10^(-10) ) =(46 \cdot 10^(-4-(-10)))/(5.13) =(46 \cdot 10^(6))/(5.13) \approx 9 \cdot 10^(6)$
