This is because if one can not disprove a hypothesis no experiment can be preformed to test the truthfulness of the statement. this does not mean that the question is not interesting or not worth asking. For example "There is a god" is an example of a hypothesis which is not falsifiable; whether or not this statement is true is still valuable information but it is not possible to answer using the tools of science.
