The range just means the y-output of the function, ie the y values.

You can see that the function curves up to y=2 and then curves back down, but doesn't go above y = 2.

So the second option is the correct one, because the y-values of the function go from infinity up to y=2, but not above y=2 hence the ≤ sign.
