Radius: is the square root of 16. The square root of 16 = +/- 4. Minus 4 has absolutely no meaning for a question like this so the radius is 4. Rule take the square root of the counting number on the right.

The center is the value when x - 5 =0 and y + 3 = 0

x - 5 = 0

x = 5

y + 3 = 0

y = -3
