Hitler was able to control the German population with his charismatic charm. He was able to convince people that a certain grouping of people were 'bad' or 'lesser' than they are. He also enticed people with promises of great rewards and possibly the most impressive of all, power. Hitler's view of race were not exactly accepted by the Germans, but rather adapted as their own. If you look back on history, Hitler himself did not hold any great power at the beginning, but he persuaded people to listen too him.
