The guy above me is correct. The rise in the graph means it is snowing, the fllat line shows when it stops, then 2nd rise is the snow continuing at a different rate compared to the first. When the snow stopped the first time, look at where the flat line is on the y-axis. It lands on 13, which is 13 inches
