In my opinion I think so because wars that is why they unusually happen because that country may not like that country Or just have strong hate for it if you really think about also in wars you realize there are teams but yea hope I explained this well. So Yes cause somebody had to start the war and the other person wanted revenge on the person who started the war I hope this helped!
