What decides the number of electoral votes a state has in the electoral college?.

Answer:

It is a combination of the House of Representatives and the Senate. There are two Senators for every state, so every state would have 2 electoral votes automatically. The House of Representatives is dependent on the population of the state, with more Representatives the larger the population. There is an additional vote in the electoral college per Representative in the House.
