This is because when bisecting an angle, the first thing we do is to place the compass at the vertex of the angle we want to bisect and draw an arc that will cross both lines that form the angle.

In Ernesto's case the arc drawn was not a single one but drawn separately as is seen in the image.

The arc on line AV does not continue to line VI but instead he drew another arc with different compass width on line VI before bisecting the angle.
