∠ PQR = 70°

Explanation:

The tangent- tangent angle PQR is half the difference of the intercepted arcs.

minor arc PR = 360° - 250° = 110°

Then

∠ PQR =
(1)/(2) (250 - 110)° =
(1)/(2) × 140° = 70°
