Solution:

-4h≤-14

Notice right off the bat that the variable's negative.

Divide both sides by -4:

h≥3.5

If we divide both sides by a negative number, we flop the inequality sign.

Final Answer:

h≥3.5

Every value of h that is greater than or equal to 3.5 will make the inequality true.
