okay so basically we have a slope value (m=2) and a point (-3,2). we can put these into the point slope formula, which is

(y-y1)=m(x-x1)

(we need to leave a y and an x in order have the actual equation)

so we just plug in the values (y1=2 ; x1=-3 ; m=2)

(y-2)=2[x-(-3)]

y-2=2(x+3)

y=2x+6-2

y=2x+4
