This is a more opinionated question, but in my opinion, I would say the second statement. The government does not enforce a system of order but rather that of disorder (which in of itself is a form of order). The world has always been broken and America is no exception to that. America is chaotic, America is broken, and America hides behind the mask of perfection and beauty. If even the president denies the actions at the Capitol as an accurate representation of us, we have an issue bigger than all of us with no hope of saving.
