Why couldn't African-Americans vote

African Americans in the 1800s could not vote simply because of the color of their skin especially in the south some exceptions being the quakers in Pennsylvania even up until the 60s a black vote was considered 3/5 of a normal vote until LBJ signed the civil rights act
