the slope is -4/3

and the point where the line intersects with the y-axis is (0,5) so the y-intercept is 5

so the line is y=-4/3x+5

now you need to determine the inequality

since the line is dotted then it is less than or greater than

as you can see by the line all of the y values on the y-axis, starting from the line that we made, are all less than the line or less than 5
