The U.S. Congress, does not have the power to directly negate or overturn an executive order issued by the President. Executive orders are a type of presidential directive that have the force of law and are used to direct the executive branch of the federal government to take certain actions.

However, Congress does have the power to pass legislation that modifies or overrides an executive order, or to pass a resolution expressing its disapproval of an executive order. In addition, Congress has the power of the purse and can use its control over government spending to limit the implementation or enforcement of an executive order.
