The purpose of education is to instill values and knowledge to the students. Exams should not necessarily be the criteria to judge a student's development. Given the fact that students couldn't go to classes nor learn much from schools this year, it is only reasonable that this year's exam should be cancelled.

They can appear for the exams when the pandemic ends and normal classes resume. Therefore, at this juncture, promoting primary students to the next class is rational.
