Agree with first person’s answer of 23.5

Picture the whole big red triangle with no piece cut out. The area of that triangle is:
A = 1/2 base • height
A = 1/2 (7)(9)
because to get the full base size you have to add the 2 from the cut out rectangle, and to get the full height size you have to add the 4 from the cut out rectangle.
A = 1/2 (63) = 31.5

Then we subtract the area of the cutout rectangle. That area = length • width = 4 • 2 = 8.

31.5 - 8 = 23.5 square inches

Explanation:

The area of the whole triangle is 31.5 sq. in. Then, subtracting the area of the cutout (8 sq. in.) from the triangle (31.5 sq. in.) will give you a final answer of 23.5 sq. in. I think the teacher messed up and did 32.5 instead of 23.5
