This question seems a bit incomplete. It is not enough to be in the presence of a pathogen to...what? I assume the missing part is “to get sick” or something similar.

In any case, the answer would be true. If a pathogen is in an environment that is hostile or otherwise not conducive to its survival and growth, it usually wouldn’t be able to infect the host.
