Explanation:

The slope of the line that goes through (18, 3) and (21, 1) is

$\frac{1-3}{{21-18}}=(-2)/(3)\\$

The slope of the line that goes through (18, 3) and (x, y) is

$\frac{y-3}{{x-18}}$

$\frac{y-3}{{x-18}} = (-2)/(3)\\-2(x-18)=3(y-3)\\-2x+36=3y-9\\2x+3y-45=0$
