I would say yes, many war crimes were committed by both sides including the ones mentioned done by the Japanese in the document. The Japanese were fanatical in their beliefs and were willing to put their lifes to attest their devotion to Japan. They saw the US as a evil force invading their homeland and threatening their families and emporer so they fought with brutal gurrelia taticas. Which made the Americans fighting them hate them that much more since they would set traps and show no mercy to anyone. So the Americans showed no sympathy for the Japanese in return. Resulting In massive savagery.
