Perpendicular lines have opposite reciprocal lines.

y = mx + b
the m represents the slope
the opposite reciprocal of 2/5 is -5/2
y = -5/2x + b
to solve the rest of the problem, you will need to plug in your x and y coordinates.
-2 = -5/2(2) + b
